He did not say that. In Frist's Bill, the annual cap will double, while quota for EB1 and EB2 will half, so the total number stays the same as now. What he said is that all the people with advanced degree in science will be exempted after working for 3 years.

I guess by this way there will be very a few people still waiting in EB1 and EB2 line.
