為什麽會被拒絕？

打個比方，如果每年有名額100個，排期到了後，滿足
條件的有150人，但是他們中的80人的name check還沒有完成
這時候，如果有的人排期沒有到，但是所有的審批都
完成了，剩下的30個名額是否會給那些排期沒有到，但是
其它都審批過了的？？
