Seems ever since last year, CIC has been requesting most applicatants to take IELTS to prove their english proficiency.
I have been living in US for more than 4 years and got my degree here too. They asked me to take IELTS test last Nov. and it seems there is no way to waive it now. So I took it and I suggest you do that too.
