I485 case status - outside processing time

2004年10月21日，I-140和I-485同時申請。
2004年12月22日，I-140批準，後來一直在等I-485，已經17個月了。
今年1月和2月中幾次打電話，3月初收到一封信。

skilled workers(E31), professionals(E32) and for other workers/unskilled

有哪位知道這是什麽意思？
有人告訴我，我的I-485應該是 1st preference，不用等 visa 的排隊。
哪位有過同樣經曆？請告訴我應該怎樣和USCIS聯係？
