小白兔，mytwocents請教EB3轉EB2的問題

前麵有個帖子問道這個文題，mytwocents和另一網友做了回答。但我還有點疑問。我的EB3 based 140 已經批準了。怎麽轉EB2? 是重新申請140就可以，還是PERM和140都重新申請？那有相關的解釋？謝謝。
