Visiting Canada from US with a B2 visa

I have a question about visiting Canada from US with a B2 visa. My friend will come to US from China with a B2 visa next month. She also wants to visit Canda while she is here. Does she still need a medical exam? Does she still need to schedule an appointment at one of the Canada consulates in the US? I read online that visitors from China are required to have a medical exam but I am not sure if it still applies if she is already in US. Anyone with similar experience? please let me know... Thanks.
