This may happen to one officer (like what you said) but it should not happen to most others. Your assumption is NOT correct because for any I140 case if it is decided within 485 days it does not mean "delay", and most of the cases would have been decided (approve, deny, RFE)before that. Only the opinion of myself. Good luck!
