There is no tourist visa for the spouse of an US citizen. She can apply for B, but likely being denied due to the immigrant intent. Other choice is K3, which is an immigrant visa and need a few months to process. In addition, in order to apply for a K3 visa, the citizen spouse must be in the US and file applications for a K3 visa.
