What do you mean by saying that you applied to permanent residence card last April? As far as I know, you need to have a Canadian address to apply for that. Since you didn't have that at that time, you didn't really apply for that. Therefore, they can't issue you a card.
When I landed in Canad, the immigration officer refused to take my friend's address as mine, therefore did not initiate the application of permanent residence card for me. After landing, I called Cananda immigration office and talked to them about that. I was told that as long as I have one Canadian address (it could be friend's), they can do that for me. Right now, I am waiting on my Canadian friend to mail the card to me as soon as it is ready.

and call them. You don't need to mention that you are in US if not asked. Just provide them information about your landing and your canadian address. Most likely, they will send you one.
