the officer did not specifically tell me a background check is going to be started. both the officer and lady I talked later who gave a SAO mantis form emphasis the employer letter.

The person in our internaitonal service office said it is a standard background check. but when the lady gave me the form, she did let me fill the form but only show me the e-mail address and fax number on it to which the letter should be sent.

should I fill the form and send it back? or I'd better to wait the letter to send them together or even I do not need to send form at all?
