I can't get it at Atlant office because they don't handle AP from employment-based GC application. But other offices might do that. Actually I have some friends who got that from local office. In my case, I sent out my application to TSC and my AP was approved in 3 weeks.
So my suggestions: '
1. Check with your local INS office. You can find the contact information about your local INS at: https://infopass.uscis.gov/info_en.php. Call them to make sure that they have the authority to issue you emergency AP if they deems appropriate.
2. Ask your friend or relative in China to fax or e-mail you Dr's note. Have that translated by yourself and notarized by any notary service.
3.Make appointment online or just walk in, depending on your place.
4. If that didn't work, mail your application to INS ASAP via overnight mail. You might get that in 1 month.
