H1B apply visa from Canada-xiaobaitu and other friends

Xiao baitu and other friends,
My grandma is sick and I plan to come back China soon. I will go to Canada for the return visa.Which city is best? Toronto and Ottawa always no spaces but Vancouver always has. Vancouver is good choice for the visa? I am F1 to H1B. Got H1B notice for half year.The first F1 application was denied in China and finally got it from Montreal.FYI, Montreal will not accept h1b returen visa from US residence.
