In the past, as long as you are not a PR of UK, you are OK to benefit the tax treaty. It seems the procedure is changed again. And Uncle Sam is really in need of money. You can call IRS intenational department to see if the procedures are right. If that is the case, I think that you first need to prove that you are not a tax resident in UK. I have no idea about UK tax system. However I think that you need to write UK tax department to get the certificate. If you filed tax returns in UK during the past few years in which you pay UK tax as a non-resident, you may be able to submit the copy of the tax returns as evidence.
