NIW 140 needs help!

I've hired a immigration attorney to file my NIW petition and It should go to Nebraska Service Center. But today he told me by a phone call that he is going to send my application package to Taxas Center (this gay's office is in Houston, TX). I really doubt about his idea, so I needs the comments and suggestions from you experts urgently.
