Send 131 to local or national

According to the instructions for I-131 forms, I-131 application form can be sent to either local office or national service center? So, where do you suggest me to send my I-131 application form to? local or national? I prefer local because it is close and I can drive there to check the status or ask questions.

How does everybody else think? Thanks
