The instruction means 1) the listed visas allow immigrant intent, 2)using the visas wont hurt (or jeopardize) your 485. However, you still need to apply for a visa at one of American Oversee Consulate. Your visa application can not be turned down based on your immigrant intent. The chance for a visa is great. But they still can deny it otherway. There is no guarantee that your visa application will be granted. In case your visa application is denied or delayed, if you have an AP, you can still come back on AP without a visa.
