1. Name check: by FBI via records in FBI record systems.
2. CIS security check: Internal check by USCIS for possible immigration vilations.
3. CIA security check.
1&2 are required for all applicants.
3 is required for applicants from certain countries.
When everything is ready, and USCIS wants to delay your case, they simply say it is under security check; in this case, their internal checkings, #2. No one else but CIS can control the pace of #2.
