I-140 denied, need H1 or H4 in China

My 140 is denied, since my wife used her EAD for working, she now has to change back to her H4, her boss is very nice and want to support her H1-B, however, she has only evaluated bachlor`s degree, not Master and not Ph.D, she is working in a non-profit research institute.

She will have to leave US to get her visa, H4 or H1-B,

any good idea. H4 or HI-B could be denied?

how slow is it for the visa interview in Shanghai?
