Need advice, should I apply perm?

I am EB3, my priority date is Sept. 2002. Should I apply Perm for EB2 now? Very painful to stay at EB3 now. 3.5 years ago, my laywer applied EB3 for me and said they are same(at that time), but EB3 is too bad now.
Who know how to applu EB2 perm by youself?
