H1B ->H4

Hi,


I have searched for another jobs for almost one months, It seems that I can not land one this month. I will be layed off on Feb. 27th. My H1B will be out of status after that day if I can not do the H1B transfer before that day.

My question is when and how I should transfer my H1b to H4? Please advise Thanks a lot.
