Search: publication 678 (page 17 in 2004 version)
I read 2004 version which is shorter than 2005 version.
It is written: a person's presence in the US for any part of a calender year counts as full year's presence for tax purpose. Thus a student arrived in US in December 2000 was the first year of that person's 5 years.
