Canadian PR Application Transferred to Detroit Consulate!!!!!!!

I submitted Canadian PR App. in Jan 2005. The Buffalo Consulate started processed my case in March 2005. I submitted my IELTS score in August. Today I received a letter saying that my application had been forwarded to Detroit Consulate in order to expedite the processing.
The Canadian consulate General in Detroit will complete the analysis of your application and determine if a personal interview with a visa officer is required.

What does this mean! How long can I expect an Initial Accessment.

Any one has encountered the same scenario? Welcome any input.
