Waiting immi CA for too long

Is there any body here who has been waiting for the finalization of Canada immigartion after medical examination for more than one year?

I sent medical examination report on Sept. 2002. However, I has no any information from Buffalo since. I has sent many inquires, but they do not response.

Does any body know if this kind of situation is normal?
