No, I think your are mistaken. If you can somehow use form 1040 or 1040EZ, claiming in IRS sense that you are a resident alien, then you will be able to claim your spouse and kids as dependents. However in doing so you will forfeit the non-resident F-1 visa holder's US-China tax treaty benefits.
On the other hand, you may be able to do so on form 1040NR (i.e. claiming your spouse and kids as dependents) only if you are citizens of Korea, Japan, Mexico and Canda. Citizens of India may also be able to do so on a limited scope.
