父母團聚移民美國好還是加拿大？

我們目前在加拿大，已經申請了父母團聚移民，已經拿到檔案號，現在北京處理。可是最近家裏情況有變，我們計劃去美國，大約半年內成形。我姐姐是美國公民，我們應該是不是應該在美國替父母申請移民，請問申請時間有多長？我知道加拿大移民享受醫療福利，請問如果老人七十歲以上，拿到美國綠卡後也可以有醫療方麵的福利嗎？請指點，很著急，多謝！
