It seems to me that USCIS is trying to maitain a world wide cut-off date such that no people will be left behind the world-wide cut-off date.

there are 140K EB-based visa number. If they strictly apply per-country limit, there will be a lot of number unused. i think they are trying to allow oversubscribed country to use more numbers. If this is true, then we will see India will get more numbers and their EB3 cut-off date will be soon the same as the world-wide cut-off date.
