where to send canada immi form

I am working in USA with H1B visa. Can I send my Canada immigration application forms to Canada embassy in Hongkong? The reason is that I don't feel secure for my current job, and I don't like the long file transfer time from the embassay in Buffalo to that in Beijing. Can anyone please comment?
