I have read all the answers and they are all good ideas. But I think if the American father does not love the girl, it is meanless to ask for his help. Fortunately, the mom has GC. Why not just go ahead to apply for GC for your daughter. GC or citizenship? I am sure the girl does not mind. She can get the same education chance. Good luck, the girl.
