I guess you got your LC cleared through PERM, and ETA 9089 is the new form for application through PERM. I checked out the Item 6, H section of the form, which asks whether experience is required for the job. In your case, I would assume USCIS would interpret the experience required as the experience that should be obtained after master degree and before your filling date, unless your lawyer put wordings like "experience may be obtained prior to the receipt of the degree".
You may take your chance to file I-140, but be prepared for USCIS RFE for experience.
