It means that your materials are being processed. I don't think it has anything to do with your name check. Also, it doesn't mean whether your case will be approved or denied soon due to the visa retrogression. It should be the case during previous time when no priority date is required. But now, our I-485 is still being processed but no green card will really be approved until our priority date is current.
I got the same request from INS and reponded it. I don't expect my case being approved very soon since my priority date is 2005.
