If you tell INS Custom officer that you have entered U.S. before, He/She will ask you to write the old I-94 Number on I-94 card. That is why on I-94, there is space below the Number for you entering new number.
If you didnot tell and Custom office didnot ask, you will get a new number. In this case, use the new number.
