H4身份能在美國申請J1嗎

我的一個朋友隨老公來美國，原來是學習計算機的，來美國後一直在實驗室做生物試驗的誌願者工作，她是H4,老板原來答應給辦H1B,後來說背景不對口，怕批不下來，有人建議辦J1，我覺得在美國不能能從H4到J1，可是又不確切，不知那位朋友知道相關信息。謝謝
