urgent help on H1B from Canada

My H1B visa application was just approved by USCIS with quoto used. My company attorney told me I need to apply H1B at US Consulate at Toronto (on e-mail from USCIS, the "consulate if applicable" is Toronto, but as I am living at Montreal and have scheduled a H1B visa appointment at US Consulate at Montreal, is it possible I apply visa at Montreal instead of Toronto (Toronto appoinment will be more than one month later)? What need I do? the HR people is on vocation and can't get to the attorney
