If you didnot have Green Card, you need to renew your son's 旅行證.

Just ask your relative go to 出入境管理局to renew it. They probably would say there is no need to renew it now, only to renew it 1 or 2 months before your son's leaving China.

My son was in China for 2 years. This is how we did it.

There is no fine. If they ask for fine, that means you didnot know the rules for Child with 旅行證. You need to talk to their superior about this.
