If they clearly asked for it, you need to address this issue. I guess the key question is whether your name is on the grant proposal or not (actually I think this is one of the reasons that USCIS wants to see the grant copy).

From your deion (you mentioned "your advisor"), it seems to me that you were only a student when this grant proposal was submitted. If your name is not on it, I agree with 198151 that getting a cover page would not help much (actually it may hurt since you claimed this in your original filing). Instead, you'd better emphasize your contribution in the project instead of the proposal itself.
