申請材料（四）美方機構出具的正式聘書（寫明工作內容、職位、聘用期限並承諾幫助進行豁免申請及轉簽證等內容）

Who makes such a promise that he will help me do the waiver application and visa change? My university or my boss? If none likes to make such a promise, can I apply for the waiver successfully?
