They have NO rights to change anything for the terms of the lease without your agreement and signature. Ask them to view the original lease you signed (I believe there is your initial on each page of the lease) and question them why $25 water bill is added (if you are sure other tenants don'y pay water bill and there was no policy change recently - it could be their mistake at the begining to forget to include the water bill, which they charge all tenants starting a certain date but the form was not updated, or an old form has been used while you signed the lease). In any case it is better negotiating first before any legal action because in the latter case it will cause you huge headache even if you win in the end.
