H1B from Canada

I am a permanent residence of Canada and am working in Canada now. I get an job offer from a university in US, I can apply H1B without using quoto. As my wife is H1B in US, I may go to apply US H1B. Is it correct that my employee can send the materials to a US consulate in Canada and I get interviewed there directly, or they have to first apply I-797 from INS? it seems my future employee not very familiar with the procedure for applying H1B through US Consulate in Canada.
