象我這樣可以去第三國簽證麽？

F-1->H-1,中間回國2次，去年上半年申請H1-b transfer。拿到receipt就去工作。收到補件材料。結果還是被拒。剛剛拿到一個I-20,馬上要開學。我可以簽F-1麽？拒信是1月2日收到的，可以在1月30日前appeal,我要不要appeal?還是在美國國內轉f-1?
頭好大。哪個知道該怎麽辦？
