沒收到J1 Waiver NO Objection Letter

我J1 Waiver NO Objection Letter從2003年5月份就已被國務院批準,但是我一直都沒有受到.曾經打電話寫信都一直沒有音信.現在要轉H1,但是學校的international center 也沒有那份文件,他們要我自己和國務院聯係,可是2026631225怎麽都沒人接聽,他們說等45分鍾就有人接,可是我總是被自動掛斷.問大家有什麽好的辦法讓他們重新發一份嗎?
另外,申請綠卡時是不是也一定要有那個recommendation letter啊?
