Probably,but why? getting H4 visa in China is easiler than B

If you come to USA with a B1 visa,you have to apply an extension first,otherwise your application for H4 will be denied.You have to wait a few moths,then may apply H4,spend more money & time.
By the way, if you get H4 status in USA,you can't leave USA to travel,otherwise you will lose your status & can't come back. You'd better to get a H4 visa in China,then you may travel freely between USA &
China,or other country during at least 3 years.
