Ridiculous Visa Appointment Policy

My son was denied in March 2004, asking one of the parent going back to apply together.
But when my wife went back and I was unable to make the apointment on the same date, not even the same month, becuase they separate the applicants successful last time or without denial for over two years and those who denied within two years. This is ridiculous. They don't allow kid to apply alone. But when my wife went back, they do not allow to apply together.
I tried to explain the situation, but those who taking the appointments just won't listen to me.
Any one has the same experience?
