1. You can only file your wife 485 after 2/1/06,

one day early will result in either a reject (return) or a denial. The bulltin is for Februrary.
2. Whether CIS process your case will depends on many factor. 1)no approval before PD turn current. 2) the filing date usually needs to be before or around their processing date (check uscis.gov for their processing date), for example, VSC won't process your wife case next month because you just file it and they are processing 485 filed around or before 12/1/04. 3) other factors, such as whether priliminary checks been finished.
