Can you have multiple H1 transfers at the same time?

My friend got into this difficult situation. She is an h1b holder, works for company A and will be laid off soon. Company B would like to hire her and just started her h1 transfer process ( petition filed, but no receipt yet). However, she got a better offer from company C and she really wants to work for C. What can she do now? Can she let company C file another H1 petition? What's the best solution?
