NSC NIW RFE need urgent help

My basic informations:
1.2004 Mechanical Engineering PhD in micro and bio technology from Top engineering school current Postodoctoral Research Associate at other top school.
2.total 20 paper (including 9 journal paper 6 first author) and 1 bookchapter
3.about 30-40 citation
4.invited refrees for 6 international journal and conference in this field
5.Key person for DOD, NIH and DARPA projects
6. several fellowships and awards

RFE:
1. ask more independent letters, citation and grant proposal
2. ask to submit evidence to show that it would not be in the national interest for his employer to file labor certification

I think the first one is not big problem. I didnot have idea to address the second. Anyone has the silimar experience please give me advice how to address the second request.

Also, I find my lawyer is not capable. The reason why i got RFE is mostly her reason. I even was not ask to prepare well organized citation. I just gave two or three papers that cited my paper. Do i need change laywer for RFE?
