for your chinese documents, find some Notory Public that is bilingual, they are autherized to translate and verify your original documents. Ususally they are familiar with most kinds of forms and certificates and even have standard translation template already, this should solve your problem and actually doesn't cost much at all, I remember like $25 for a degree certificate.
As to Public Health, of course this is closely related to US national interest. Of course, you need to write in the petition letter how you are important. And get letters from US officials, if possible, that you are important for US public health. It only matters how you write to make immigration officer to believe, not the real thing.
