I got H1B visa 3 times in Hong Kong. No problem at all. H1 doesn't need an appointment, but you need to file the online application form first. You also need to go to HK bank to pay application fee first. After the visa is granted, you can't not pick it at the Consulate. They will mail it out. You can ask them to mail it to the HK General Post Office so that you can pick it up. Make sure you have a secondary ID so that you can pick it up at the Post Office.
