Only if you get a J1 visa and come directly from China, there is a tax benefit.
J1 waiver involves your original working place in China, chinese ministration of Education, and department of States here in US. This is before you begin process with US CIS. So whole lots of trouble. Since you will do this in US, you will also have to deal with local chienese consulate, which might not be a easy thing to deal with.
As I under stand usually you will not be laid off in J1, since the employer needs to ensure funding before the issue of J1. Another disadvantage of J1 is that it is a strick non-immigration visa, so you cannot extend it once you begin to apply for green card, say filing I140. H1, on the other hand, is dual intension, means you can apply for GC, while holding and extending H1.
The only draw back for H1 now is that the 2006 H1 is almost gone, if you are going to a private conpany. But if you are working as a postdoc in university or other non-profit research organization, no such limit, you can start anytime.
