That sentense makes no difference. In general,

all Chinese, except a few, for example those who already got PR from other country, are subject to 2-year rule. INS will ask you a waiver or something stating that your are not subject to the rule from DOS when you try to change your status inside US. CIS never pays much attention to the sentense in the visa.
