This is illegal as clarified by INS. The 30 days policy only applies to those people who travel within North America and certain islands. If there is any third country involved, the old visa can not be validated. If anyone is admitted without a valid physical visa after a third country visit, his/her status will be deportable.

Second, that may only happens when someone crossed US-Canada border because there is no direct flight course from China to Mexico, all passangers will transfer in US with a transit visa. :-)
